2. Lakshmir Bhandar: Historic Hike
The flagship scheme of West Bengal, Lakshmir Bhandar, has been expanded. The budget confirms a monthly increase of ₹500 for all existing beneficiaries. This brings the total beneficiaries count to over 2.42 Crore women.
3. Karmashree Becomes Mahatma-Shree
To address funding issues with the central MGNREGS, the state has revamped its own scheme. The 'Karmashree' scheme is now renamed Mahatma-Shree.
- The Guarantee: The state now guarantees 100 days of work for job card holders.
- Funding: ₹2,000 Crore has been allocated to ensure timely wage payments.
- Objective: To provide year-round livelihood security in rural Bengal.
4. Massive Relief for Farmers
The budget has introduced two historic decisions to aid the agricultural community.
A. Free Irrigation
The government has announced a complete waiver of irrigation charges. Farmers will no longer have to pay for water from government-run Tubewells and River Lift Irrigation (RLI) schemes. This will significantly lower the cost of cultivation.
B. Support for Landless Laborers
A new financial support tier has been created for landless agricultural laborers who are not covered under Krishak Bandhu.
- Amount: ₹4,000 per year.
- Payment Schedule: Paid in two installments during Rabi and Kharif seasons.
5. Honorarium Hike & Social Security
Grassroots workers and the emerging gig economy workforce have also received attention in this budget.

|---|---|---|
| ASHA & Anganwadi | + ₹1,000 | Death Compensation / Maternity Leave |
| Civic Volunteers | + ₹1,000 | Village & Green Police included |
| Para Teachers | + ₹1,000 | Enhanced medical benefits |

App-based workers (delivery partners, cab drivers) are now brought under the Swasthya Sathi scheme, providing them with health cover up to ₹5 Lakhs.
